The rules that apply

  • Fire Safety (England) Regulations 2022

In force since 23 January 2023. In residential buildings over 11 metres with two or more flats, communal fire doors must be checked at least every three months, and flat entrance doors at least every 12 months on a best-endeavours basis. In any building with two or more flats, residents must be given fire safety instructions and information about fire doors.

  • BS 8214:2016

The British Standard code of practice for timber-based fire door assemblies, covering how they are specified, installed and maintained. A fire door only performs if the whole assembly matches its tested design: frame fixing, gaps, intumescent seals, hinges, closer and latch.

  • Regulatory Reform (Fire Safety) Order 2005

The Fire Safety Order puts a legal duty on the responsible person for non-domestic premises, including the common parts of blocks of flats, to carry out a fire risk assessment and act on it. The Fire Safety Act 2021 confirmed that in buildings with two or more flats this covers the structure, external walls and flat entrance doors. In London the Order is enforced by the London Fire Brigade.

This is a summary, not legal advice. Your fire risk assessment sets out what your building needs.

/// FAQ

Frequently asked questions

How much does a fire door inspection cost in London?

A fire door inspection with Enclose costs £250 + VAT per site visit, which covers up to 10 doors. Each additional door is £25 + VAT. Fire stopping in riser cupboards and around pipes is checked on the same visit, and any remedial work is quoted afterwards.

How often must communal fire doors be checked?

In a block of flats taller than 11 metres, the responsible person must check the fire doors in the communal areas at least every 3 months, and must use best endeavours to check flat entrance doors at least every 12 months. The checks must include making sure the self-closing devices work (Regulation 10, Fire Safety (England) Regulations 2022). In lower multi-occupied blocks the duty is to give residents fire door safety information.

What is fire stopping?

Fire stopping means sealing the gaps and openings in walls, floors and ceilings, such as around pipes, cables and service risers, with tested fire-resistant materials. It stops fire and smoke spreading through a building's hidden routes. It is part of passive fire protection, which works without anyone switching it on.

What is the difference between FD30 and FD30S?

FD30 is a fire door that resists fire for at least 30 minutes. FD30S is the same, with added smoke seals that limit cold smoke passing through the gaps. The S matters on escape routes and flat entrance doors, because smoke is what stops people getting out. Both ratings only apply to a complete tested doorset: the leaf, frame, seals, hinges and closer must work together.

Who is responsible for fire doors in a block of flats?

The responsible person is whoever controls the communal parts: usually the landlord, freeholder, RMC or the managing agent acting for them. They are responsible for communal fire doors and, in buildings over 11 metres, for checking flat entrance doors too. Residents must not tamper with closers or wedge doors open, and should report faults straight away.

What happens in a fire door inspection?

An inspector checks each door's leaf, frame, gaps, hinges, closer, latch or lock, glazing, and intumescent strips and smoke seals where fitted, and looks for damage, wedging or unapproved alterations. You get a written report listing each door as pass or fail, with photos and the repair needed. Fire stopping seen on the visit is noted for a separate quote.
